USDA endorsement for pet travel: the federal step too many people miss

When your dog or cat leaves the USA for the EU or the UK, the health certificate needs a second signature: the USDA APHIS endorsement. It is an electronic review of the certificate by the federal agency, and it must happen inside the same tight window as the certificate itself.

When you need it

USA to the EU: the EU health certificate must be USDA-endorsed.
USA to the UK: the GB Animal Health Certificate must be endorsed by APHIS (issued by an APHA-endorsed vet).
Entering the USA: not needed. US entry follows CDC rules (Dog Import Form for dogs).

How the timing works

The destination certificate is valid for 10 days from issue to arrival. The endorsement happens after the vet issues it, so both the vet appointment and the APHIS review must fit inside that window, after the 21-day rabies wait. Book the vet early, submit the endorsement the same day, and keep a buffer in case APHIS requests a correction.

What it costs

The APHIS endorsement fee depends on the office and processing speed, and the vet charges separately for the examination and certificate. As a planning range, pet owners typically budget roughly $400 to $800 in total for the vet, certificate, endorsement and related steps on a US to Europe move (estimate, not a guarantee: confirm current fees with your vet and the APHIS office).
